The third group is personal history: a previous refusal, an overstay, or unauthorised work. Refiling the same information usually gives the same result; the better route is a visa application where the circumstances can be explained with documents.
Do not refile repeatedly without changing anything — each attempt costs the fee and adds nothing. And avoid agents claiming guaranteed approval; no one can guarantee it.
